What changed.
Every time a public MCP server's tool list, version, name, protocol or auth posture moved between two good handshakes, as Ned saw it from the US and the EU. Tool names only, never descriptions. A change is reported as a change, not an outage. Reading both stations…
How: every few minutes Ned sends initialize and tools/list to each public MCP server, the two calls every client makes on connect, and keeps the server name, version, protocol and a hash of the tool names. When the hash, version, name, protocol or auth answer differs from the last good handshake, that is a change. Nothing is ever called on the server. Operators: [email protected] for a correction.
